Based on connecting major channels, weaving a dense network, and building strong hubs, Henan will continue to improve the "air-rail-road-water" three-dimensional transportation network, accelerate the construction of projects such as the Shaying River "Port-to-Park" project, promote the development of multimodal transport "one order system" and "one box system," and speed up the transformation of transportation location advantages into economic development advantages.

　　In the first year of the "Fifteenth Five-Year Plan," the Henan Provincial Department of Transportation will deeply implement the deployment requirements of the Henan Provincial Party Committee and the Provincial Government to integrate into the construction of the national unified market. Focusing on strengthening the functions of "four hubs and three support points," it will concentrate on tackling the high-quality development of multimodal transport, the construction of inland waterway shipping, and the upgrading of inter-provincial highway channels.

"One rise" refers to enhancing the hub level, deeply advancing the construction of the Zhengzhou National Comprehensive Freight Hub chain strengthening project, promoting Luoyang, Nanyang, and Shangqiu to be included in the new round of chain strengthening support, and normalizing the operation of container trains from Xinxiang and Jiaozuo to coastal ports. "One fall" refers to reducing logistics costs, expanding the scope of the "one order system" and "one box system" based on the successful data chaining of the first blockchain in the Zhoukou Port "one order system," and vigorously developing "road-to-rail" and "road-to-water" transport.

It will accelerate the construction of the port collection and distribution system. Using Zhoukou Port and Xinyang Huaibin Port as support points, it will strengthen strategic cooperation with port and shipping groups from other provinces to create high-quality container routes and improve the ability to connect rivers and seas.
